Dr. Bui Thi Bich Lien (Lien) has more than 20 years of experience covering a broad spectrum of the Vietnamese legal-political landscape. She also has significant exposure to the common law system and has lived and worked in the United Kingdom, Canada and Australia.

Lien’s earlier practice with leading law firms such as Baker & McKenzie and Vietnam International Law Firm (VILAF – Hong Duc) covered a wide range of commercial matters. In addition to U.S. Fortune 500 clients, Lien served international organizations such as the World Bank and United Nations Development Program on large-scale projects to establish e-Government and reform state-owned enterprises in Vietnam. She also provided advice to various Vietnamese ministeries on the implementation of the U.S.-Vietnam bilateral trade agreement and World Trade Organization accession.

Lien’s work in public policy and on law reform projects with the Asia Foundation, Global Affairs Canada and the European Union significantly enhanced her understanding of Vietnam’s governance structure and reform process. She worked with the National Assembly, Ministry of Justice, research institutes, nongovernmental organizations, the Supreme People’s Court, provincial courts and local authorities to implement law and governance reform initiatives.

Lien earned a PhD in law from Monash University (Australia), LL.M in International Economic Law from the University of Warwick (UK) and LL.B. from Hanoi Law University. Lien received prestigious awards such as British Chevening scholarship, Prime Minister of Australia-Asia Award and Stanford University Center on Democracy, Development and Rule of Law fellowship. Lien authored a number of international publications on legal and policy issues.
