Elaine Baker

Elaine is a business operations and human resources (HR) professional with more than 30 years’ experience. Based in Washington, D.C., she works with BGA staff and contractors across Asia for their HR and personnel needs.

Elaine supported government contractors for over 20 years prior to joining BGA. She has managed the full cycle recruiting process for companies, payroll and benefits administration, new employee orientation, HR policy development and coordination of performance evaluations. At Sandia National Laboratories in Albuquerque, New Mexico, she provided HR services for the executive offices and managed the hiring of technical staff. Most recently, she was an HR specialist supporting Booz Allen Hamilton.
