Hsin-Yueh Simon Tsai

Simon helps multinational companies understand and navigate Taiwan’s political, regulatory and geopolitical environment. He conducts in-depth research and analysis on domestic political dynamics, public policy, legislative proceedings and government budgets, as well as cross-strait relations, U.S.-Taiwan relations and regional security. He translates these developments into clear assessments of their implications for clients’ operations and strategies.

Simon’s client work spans a broad range of industries and policy issues. He has supported engagements involving the digital economy, cybersecurity, defense and trade, among other areas. His work combines policy research and monitoring with practical support for clients navigating Taiwan’s government and legislative processes, helping them anticipate policy shifts and position their engagement effectively.

Before joining BGA, Simon worked at Taiwan’s Legislative Yuan, where he specialized in legislative procedures, government budget reviews, bill amendments and public communications. He covered the Foreign and National Defense Committee and the Economics Committee, working on issues including foreign affairs, defense, veterans’ affairs and economic policy. He also coordinated policy and legislative matters between government agencies and lawmakers. This experience gave him first-hand knowledge of Taiwan’s policymaking process and executive-legislative dynamics.

Simon holds a Bachelor of Arts in political science with a minor in economics from Drew University in Madison, New Jersey. He is fluent in English, Mandarin and Taiwanese.
