Cambodia Establishes Research Foundation To Boost Innovation and Research
BGA Cambodia Director Siriwat Chhem wrote an update on Cambodia’s newly established National Research Foundation (NRF).
Context
- The government of Cambodia has established the NRF, with strategic oversight from the Ministry of Industry, Science, Technology and Innovation, creating a more structured national institution to coordinate, fund and govern research and innovation activities nationwide. The NRF will align Cambodia’s national research priorities with its socioeconomic development, industrial upgrading and digital transformation agendas.
- The NRF mandate includes mobilizing domestic and international research funding, supporting applied research and innovation and strengthening linkages between universities, research institutes, the private sector and development partners. This represents a shift from fragmented project-based research toward a coordinated knowledge-driven national research and development ecosystem.
- The NRF governance structure includes a governing board, executive management and technical committees that are responsible for priority setting, funding evaluation and oversight. Funding sources may include state budget allocations, development partner contributions and private sector participation — reinforcing a blended public–private approach to national research financing.
Significance
- In operational terms, the NRF will develop national research programs, competitive grant mechanisms and coordination frameworks to ensure alignment across ministries, higher education institutions and industry stakeholders. This institutional architecture aims to improve policy coherence, reduce duplication and ensure that national research initiatives deliver measurable economic, social and technological outcomes aligned with national priorities.
- For multinational corporations, the NRF creates a clearer and more structured entry point for engagement with Cambodia’s research and innovation landscape. Industry players can more efficiently structure joint research and development projects, pilot applied research and collaborate with local institutions through a single national counterpart.
- Over time, the NRF provides the institutional foundation for research and development localization incentives, including potential co-funding mechanisms, grants and cost-sharing arrangements. This opens the door for Cambodia to position itself as a lower-cost hub for applied research, testing and product adaptation for Southeast Asian markets.
- The establishment of the NRF also supports the development of an industry-aligned talent pipeline, particularly in STEM, digital technologies and applied sciences. As research agendas become more linked to private sector needs, multinational corporations stand to receive help from improved availability of skilled local researchers and technical professionals.

- From a governance perspective, the NRF signals increased emphasis on research oversight, accountability and data and ethics management. This enhances institutional credibility and reduces reputational and operational risk for multinational corporations taking part in officially supported research initiatives.
- Strategically, the NRF aligns closely with Cambodia’s broader science, technology and innovation road map, national research agenda, digital economy and industrial policy goals. For multinational corporations in technology, manufacturing, agriculture, energy, fast-moving consumer goods and logistics, early engagement with NRF initiatives can strengthen regulatory goodwill and long-term market positioning.
