Hafiz Noer

Hafiz helps companies at the cutting edge of technology achieve their commercial objectives within Indonesia’s political and regulatory landscape. His expertise spans AI ethics and governance, platform regulation, and enterprise solutions. He gives clients a clear view of government priorities, where policy is heading, and what this means for their businesses. Drawing on deep political and regulatory intelligence, he advises them on how to engage government and have a meaningful say in policymaking. 

Before joining BGA, Hafiz led the Center for Digital Society at Universitas Gadjah Mada, a leading technology-focused think tank. He oversaw research on how new technologies affect government and society and worked closely with policymakers to ensure the findings informed policy decisions. He also worked with the Australian government, helping Indonesian and Australian researchers connect their work more closely with government priorities. This experience gives him a grounded understanding of how officials approach unfamiliar and fast-moving technologies, what evidence and arguments they find persuasive, and how technical matters are regulated. 

Hafiz holds a master’s degree in innovation policy from University College London, where he studied as a Chevening Scholar. He earned a bachelor’s degree in politics and government from Universitas Gadjah Mada.
