Thuan brings deep experience in coordinating and consulting on information and communications technology (ICT) projects and policymaking in Vietnam. She helps clients to establish sustainable engagement with key stakeholders in Vietnam and to navigate relevant policies and regulations.
Thuan has two decades’ experience researching technical standards in the public sector to develop policy frameworks in cooperation with international organizations. During her 12 years at the Ministry of Information and Communications, she led negotiations for international treaties in radio frequency and telecommunications and worked to revise Vietnamese regulatory frameworks to reflect these treaties. She managed consultation projects and contributed crucial international best practices in developing frameworks and strategies on digital transformation.
For more than a decade, Thuan chaired the Asia Pacific Telecommunity Standardization Program’s expert group aimed at harmonizing the region’s standardization activities and supporting member countries to develop national frameworks. She was the leading regional representative at United Nations International Telecommunication Union conferences which set global objectives in telecommunications development and standardization.
Thuan holds a master’s degree with honors in wireless systems and related technologies from the Polytechnic University of Turin, Italy, and a bachelor’s degree in electronics and telecommunications from the Post and Telecommunications Institute of Technology in Hanoi, Vietnam. Before joining the civil service, she conducted research projects and managed an accredited test laboratory for electronics and telecommunications at the Research Institute of Posts and Telecommunications.
