Orlando Oxales

Orly is a communications professional with more than 30 years of experience. His expertise as a writer, producer and public affairs strategist gives him a unique combination of skills that have proven effective in maximizing the impact of advocacy and communications campaigns across print, television, radio, digital and social media platforms. He has extensive experience in designing and executing strategic communications and stakeholder engagement programs for multinational companies, industry associations, development institutions and public sector organizations in the Philippines. He combines this with deep networks across government, media, business and civil society to support the advocacy, reputation management and public affairs objectives of clients.   

Over the course of his career, Orly has built substantial expertise in policy and regulatory issues involving mining and natural resources, digital technology, education, health care, energy, infrastructure, environmental governance and consumer protection. He has led and supported strategic advocacy initiatives that bridge the interests of industry, government, policymakers, communities and the broader public on complex and often highly sensitive issues. 

Orly joined the Stratbase Group in 2007 as deputy managing director. He continues to lead the development and execution of strategic communications, public affairs, stakeholder engagement and advocacy campaigns supporting the organization’s policy initiatives and client portfolio. He also serves as president of Stratbase Research & Intelligence (SRi), the group’s research and intelligence arm, and leads its consumer advocacy initiatives as lead convenor of CitizenWatch Philippines, a nongovernment organization that promotes transparent governance, consumer welfare, equitable access to essential services and inclusive economic development. He is active in initiatives advancing health care reform, digital transformation, environmental stewardship and responsible resource development. 

Before joining Stratbase, Orly served in the Department of Education as director for technical services. He led reforms that transformed an analog and paper-based office into the department’s first information and communications technology service, pioneering several of the department’s early computerization and digital modernization initiatives. In 2005, he transitioned to the private sector to head the Public Relations Group of the Philippine Integrated Advertising Agency. He steered the group’s growth and performance, making it the company’s top-earning business unit.
