Joy Shaw

Joy is an experienced government affairs and public policy strategist with deep expertise in Taiwan’s regulatory, political and business landscape. She manages BGA Taiwan’s day-to-day operations and client engagements, working closely with Washington, D.C.,-based Senior Adviser Rupert Hammond-Chambers to help multinational companies navigate complex policy environments, manage risk and advance strategic business objectives.

Over the past decade, Joy helped lead one of Taiwan’s most experienced public policy consulting teams, advising global technology, semiconductor, health care, manufacturing, energy, consumer and digital economy companies on market access, regulatory strategy, government relations, issue advocacy and corporate reputation. She has helped clients successfully navigate major policy and regulatory developments, shape public policy discussions, build trusted relationships with government stakeholders and identify opportunities arising from Taiwan’s evolving economic, technology, trade and industrial policies.

Prior to joining BGA, Joy was a journalist covering business, policy and regulatory developments across greater China and the United States. She reported from Taipei and Shanghai on major regulatory issues including antitrust enforcement, anti-corruption campaigns and industrial policy developments. Earlier, she covered global financial markets, macroeconomic trends and business news from New York, Taipei and Shanghai. Her reporting frequently appeared in leading international publications, including The Wall Street Journal and Financial Times. Bilingual in Mandarin Chinese and English, she also reported in Chinese for prominent Taiwanese business publications such as Business Weekly.

Joy has a Master of Arts in journalism from the University of Southern California and a Bachelor of Arts from the University of California, Los Angeles, majoring in German and political science. She was born and raised in Taipei.
