Context

  • Japanese Prime Minister Fumio Kishida on September 13 reshuffled his Cabinet and Liberal Democratic Party (LDP) for the first time in nearly a year. The new Cabinet has formulated basic policies to “address pressing issues that cannot be postponed.”
  • The latest reshuffle includes several notable personnel changes and has achieved significant milestones. Japan’s Cabinet now includes five female members, a record high, and 11 first-time Cabinet appointees.

Significance

  • Potential prime minister candidates Taro Kono, Sanae Takaichi, Yasutoshi Nishimura and Koichi Hagiuda were reappointed to their respective positions as minister of digital transformation; minister of economic security; minister of economy, trade and industry; and chairman of the LDP Policy Research Council. Yoko Kamikawa, a former minister of justice, was appointed Japan’s new foreign minister.
  • The Cabinet reshuffle is a watershed moment for Kishida’s political future. If he cannot reverse the trend of declining support unit the end of the year, Kishida may face a tough battle in the LDP leadership election next year or even face a snap election of the House of Representatives.
